Washington - Once again, Morocco’s diplomatic flaws are in full display for the world to see. Rabat’s lack of a strategy to counter and diffuse the potential political windfall from the United Nations chief Ban Ki-moon visit to Algeria is staggering and confounding.

The Polisario leaders have been pushing Mr. Ban Ki-moon to visit their camps for years hoping to score a diplomatic and public relations coup. Now, here they are, celebrating their success while Moroccan are struggling to come up with a response.

The Moroccan people are hoping that Ban Ki-moon visit with the Polisario and his description of Morocco’s presence in the Sahara as “occupation” will force a major rethinking of the Royal Palace strategy in the conflict. The Moroccan officials’ decision to ignore this event is having an effect, though probably not the one they intended, since it has boosted Algeria’s arguments.

As the Polisario separatists and their Algerian backers celebrate a diplomatic success, Morocco is relegated to a sour complainer without a response. The big question remains whether this misstep would induce people in charge of the Sahara dossier, to create an inclusive, transparent and competent quartet to manage the conflict.

In fact, this visit to the Polisario camps in southern Algeria exposes, or re-exposes, a few things about Morocco’s dysfunctional diplomacy:

Morocco lacks a blue print and a master plan detailing a strategy on how to manage the United Nations “biased” positions that seem to favor a ‘self-determination referendum” versus Morocco’s Local Autonomy Plan for the Sahara.

A good number of Moroccan officials lack basic diplomatic and historical knowledge of the Sahara conflict. It is time to train and re-train Moroccan diplomats, ministers and parliamentarians on the details of the “western Sahara” dossier. They have a deep-seated ignorance of Morocco’s positions and strategy at the United Nations, the European Union and in key world capitals.

Even though King Mohammed VI appointed dozens of new ambassadors from a variety of backgrounds, few of them would be able to freely and spontaneously undertake diplomatic initiatives without the blessing of few people in charge. This bureaucratic obstacle hampers the work of ambassadors and demoralized Moroccan activists around the globe.

Moroccan diplomats, including ambassadors, are utterly uninformed on procedural grounds making it harder for them to respond Polisario’s maneuvers at internationals forms. This weakness is evident at the United Security Council and the European Court.

Algeria, the real power-broker in this conflict, has been weakened strategically due to a fragile petro-economy, internal infighting and political upheaval within the military establishment. Yet, Polisario operators have been playing it well and winning in some cases.

Die-hard pro-Algeria Sahrawi activists studied the Moroccan system and have used Rabat’s slow moving and heavily centralized diplomacy to their advantage. Thus, the Royal Palace has to empower Moroccan diplomats to go in the attack when time is opportune without risking reprehension or dismissal.

Moroccan officials must dispel the myth that their nation is a roadblock to finding a solution to this conflict. To do that effectively, diplomats and politicians should familiarize themselves with Morocco’s Local Autonomy Plan.  The facade that Algeria and Mauritania are supporting the U.N. efforts while Morocco is opposing must be exposed.

Morocco failed to expose Algeria’s role in the perpetuation of the Sahara conflict. Efforts must be redoubled and  focused on showing the world that this dispute is nothing more that and Algerian proxy war and a regional struggle between two neighboring countries, Morocco and Algeria over regional “supremacy”.

The U.N. chief’s visit to the region has put Morocco in an awkward position, yet Rabat’s reaction was a dead silence for weeks. This diplomatic absence has created a wave of public indignation among Moroccans inside and outside the country.

Furthermore, the Polisario leadership used the U.N. Chief’s visit to make a strong pitch for independence, While Moroccan officials resorted to complaining and criticizing. Such “strategy”, or lack thereof, will have a negative long-term effects on Morocco positions inside the United Nations and outside it.

Abdelghani Sabbar: Governor of the prefecture of Meknes.

King Mohammed VI Holds Talks With King Salman of Saudi Arabia

Rabat - Amid critical comments made by United Nations Secretary General Ban Ki-moon during his recent trip to Algeria, Saudi Arabia said that it would remain steadfast in its support of Morocco with regards to the Western Sahara.

The Saudi Ambassador to Morocco, Abdelaziz El Khouja said on Mar. 8 that his country is openly supporting the "territorial integrity of Morocco, and willing to invest in the Moroccan Sahara," according to Yabiladi.

In a press statement given on the sidelines of talks between a delegation of Saudi businessmen and Moroccan Minister of Foreign Affairs and Cooperation Salaheddine Mezouar, the ambassador said that relations between Saudi Arabia and Morocco remain strong, stressing the importance of improving the economic relationship between the two countries.

In this regard, the diplomat announced that a delegation of investors from his country will visit the main cities of the Western Sahara in the coming weeks to study the opportunities for investing there.

"This is a strong message by which we express our support of the territorial integrity of Morocco and our commitment, with all our resources, to the development of these provinces," said El Khouja.

He added that "the efforts of Saudi Arabia in the support of economic development in Morocco contribute to the economic development of Saudi Arabia."

As part of its efforts to set up development projects in the southern provinces, Morocco expects its Gulf partners not only to express political support for its position on the Sahara issue but also to provide strong economic support for these projects.

The Saudi ambassador’s announcement came after Ban Ki-moon’s comments during his recent visit to Algiers and the Tindouf camps in southwest Algeria as part of a tour of the region.

During his trip, Ban Ki-moon referred to Morocco’s sovereignty over the Sahara as “occupation.” This is the first time a UN Secretary General used this term while discussing the conflict.

On Tuesday, Morocco issued a communique in which it condemned the language used by the UN chief and accused him of departing from the neutrality required of his position.

Morocco is one of Saudi Arabia’s closest allies. The North African kingdom is part of the Saudi-led Islamic Military Alliance, a coalition of 34 countries formed to fight terrorism. Morocco has also actively participated in operations led by Saudi Arabia against Houthi rebels in Yemen since March 2015.

Suriname Withdraws its Recognition of Polisario’s Self-proclaimed SADR

Rabat - The Foreign Ministry of the Republic of Suriname issued today a press release announcing the withdrawal of its recognition of the so-called "SADR," the Ministry of Foreign Affairs and Cooperation said.

"The Republic of Suriname, which recognized the so-called "SADR" on August 21, 1982, said through a statement issued by its Foreign Ministry that this decision is motivated by its desire to adopt a constructive neutrality to support the efforts made by the United Nations and the international community to find a just and mutually acceptable political solution" to the conflict over the Moroccan Sahara, the ministry said in a statement.

On this occasion, Foreign Minister Salaheddine Mezouar held a telephone conversation with Foreign Minister of the Republic of Suriname,  Niermala Badrising, in which he hailed, on behalf of Morocco, this wise decision of the Government of Suriname, announcing the severance of diplomatic relations with the puppet entity of "SADR".

Mezouar expressed to his Surinamese peer Morocco's gratitude for the constructive position which falls in line with UN efforts to reach a political and final solution to this regional dispute on the basis of the Moroccan autonomy proposal deemed by the International Community as serious, credible and realistic, the ministry added.

GCC, Jordan, Morocco Reject Iran’s Intervention

Rabat - The foreign ministers of the Gulf Cooperation Council (GCC) states, as well as Jordan and Morocco rejected Iranian interference in the internal affairs of the Gulf states and the region on Wednesday.

In a press release issued at the end of the fifth joint meeting of the ministers, the group also condemned the attacks on the Saudi embassy in Tehran and the consulate in the Iranian city of Mashhad. The Iranian authorities remain fully responsible for these “terrorist” acts, they said.

In addition, the group reaffirmed their two-part strategy against terrorism in the region: fighting terrorist groups with military forces and pursuing a campaign to drain their funding. The ministers unanimously pagreed to fight against the “deviant” terrorist tideologies in contrast to Islamic values and praised the international and regional efforts being made in this regard.

In terms of Iranian interference in the region, the foreign policy leaders affirmed the sovereignty of the United Arab Emirates over the three islands of Greater Tumb, Lesser Tumb , and Abu Musa. They “stressed” that any actions taken by Iran on or regarding the islands are “null and void, ” while calling on Iran to respond to suggestions by the UAE to seek a resolution to the dispute through direct negotiations or the International Court of Justice.

The group also agreed to continue their “unwavering stance” supporting the Palestinian cause, as well as other regional issues of common interest, the release said.

While urging the international community to take responsibility in providing for Syrian refugees, the ministers praised their own governments for their progress in easing the suffering of the Syrians fleeing a 6-year civil war with no end in sight.?

Former US Diplomat Slams ‘Dangerous’ UNSG Verbal Blunders on Sahara Issue

Washington - Former US diplomat Robert Holley slammed the “dangerous” verbal blunders of UN Chief Ban Ki-Moon during his tour in the region, stressing that they go beyond UN Security Council resolutions and recommendations.

“I am deeply shocked by the use of ‘occupation’ to describe Morocco’s recovery of its territorial integrity,” the expert in the region said, adding that “this is not the kind of discourse we expect from UN Secretary General who should be familiar enough with the ins and outs of this conflict to avoid resorting to such prejudicial and inflammatory discourse.”

“I wish this is only a slip of the tongue as no other United Nations official had ever used this kind of biased language on the Sahara issue,” he underlined.

“It seems to me unbelievable that Ban delivers such remarks which could only further complicate efforts to reach consensual political solution which UN Security Council has been calling for for a long time,” he pointed out.

Throwback- Moroccan Cinematography in 2015

Rabat - The budget for the 17Th National Film Festival (NFF) by the Moroccan cinematographic center (MCC) was revealed on Saturday in Tangier.

The MAD 143.73 Million budget represents the film balance sheet of the year 2015. It includes the production of 20 long films, 123 short films, and public aid for the promotion of national film production (MAD 62.58 Million).

The MCC has also launched a scan project of the archives of Moroccan cinema from the past century. The first phase of the project is focused on the documents photographed between the years 1905 and 1940, the second stage is set to begin in March with the digitization of MCC’s laboratory.

Sarim Fassi Fihri, the director of MCC explained that this budget covers the pre-production and post-production costs, as well as writing and rewriting scenarios.

The Commission's Fund aid for film production granted an advance on 23 feature movies (25 films in 2014). Of those films, 13 out of 23 are in pre-production (MAD 48.20, four films are in post-production (MAD 4.60 million ), four scripts are being rewritten (MAD 220,000) and 2 scripts are being written (MAD 120,000).

The Commission has also decided to give an advance on seven short films: 1 movie before production (160,000 Dirhams) and 6 movies after production (MAD 870,000).

The Sahrawi Hassani Cultural Heritage had also gave a significant amount of aid to public cinema. 7.55 million Dirhams were reserved to 9 films before production, MAD 500 000 were dedicated to a documentary in post-production, MAD 300 000 were allocated to rewriting the script of four films, and MAD 60 000 were given to write a movie script.

The total box-office revenue is estimated at about MAD 74.462 million in 31 cinemas which are equipped with 57 screens (MAD 66.726 million in 2014).

The Moroccan Box office was dominated by the film "Le Coq" of Abdellah Ferkous with 100?060 entries and by "les transporteurs" of Said Naciri with 95,535 entries.

Ultimately, Moroccan cinema grows increasingly popular on an international scale. This trend can be seen in Moroccan cinema's strong presence at international film festivals.

Many Moroccan films were nominated in the official competition of 33 festivals in 2015, and were present outside the official competition in 37 festivals. 20 Moroccan films have won awards abroad in 2015, including 15 feature films and 5 short films.

English to be Taught in Primary School in Morocco

Rabat - Rachid Belmokhtar, Moroccan Minister of Education said on Wednesday in Rabat that English will be taught in the fourth grade of primary school, according to Maghreb Arab Press (MAP).

“The teaching of English that will start from the 4th grade will be particularly important in education,” noted the minister, while welcoming the results of the program "Access" for learning English in middle schools, a pilot experience that will be extended to several institutions  in secondary education.

The Minister went to add that the promotion of foreign languages is “likely to increase opportunities for students to easily integrate into the labor market while allowing them to open up to science subjects.”

According to the Minister, this openness “is necessary to strengthen the strategic position of Morocco, and honor its agreements with English-speaking or Spanish-speaking countries.”

A report published by Moroccan think tank Rabat Center for Political and Strategic Studies last summer urged the Moroccan government to adopt English as the country’s first foreign language instead of French. The report pointed out that the teaching of English across the country is of paramount importance to enable Morocco students to compete in today’s job market.

“Maintaining the French language directly after Arabic in the curriculum is neither based on objective measures nor on standards offering good opportunities both locally and internationally for Moroccan students,” the center said.

Last year, Abdelilah Benkirane, head of the Moroccan government, said that Morocco should turn English into its primary language of education “because it is the language of today’s science, technology, and commerce.”

King Mohammed VI to Visit Russia on March 15

Vladimir Putin Invites King Mohammed VI to Visit Russia

Rabat - King Mohammed VI is scheduled to make an official visit to Russia on March 15. As Morocco World News reported last month, the Moroccan monarch will visit Moscow at the invitation of President Vladimir Putin.

While the stated purpose of the visit is to strengthen economic and political ties between the two countries, analysts say that the timing of the visit signals that King Mohammed VI will seek to secure Moscow’s support for Morocco’s position on the Western Sahara conflict and its autonomy plan presented to the Security Council in 2007.

Russia is one of the five permanent members of the Security Council and is a veto-wielding country. In addition, it is member of the Group of Friends of the Western Sahara. The group, which also includes the United States, France, the United Kingdom and Spain, is in charge of overseeing and discussing the draft resolution that the Security Council adopts in April of every year to renew the mandate of the United Nations Mission in the Western Sahara, known by its French acronym MINURSO.

MINURSO’s mandate is up for renewal on April 30, 2016. Its renewal is based on the annual report that United Nations Secretary General, Ban Ki-moon, submits to the Security Council in early April.

King Mohammed VI’s visit comes against the backdrop of tensions between Morocco and the UN Secretary General, following Ban Ki-moon’s visit to Algiers and the Tindouf camps on March 5-7. During the visit, the UN chief referred to Morocco’s sovereignty over the Western Sahara as “occupation,” a description that has never been used by a sitting UN Secretary General, nor in any UN official document.

In addition, Ban Ki-moon brought up the question of a referendum and said that MINURSO was ready to conduct one if the parties agreed to proceed with it. The statement was perceived by Rabat to be a deviation from Ban Ki-moon’s mandate and the framework of negotiations set out by the Security Council since 2007.

On Tuesday, March 8, the Moroccan government issued a communiqué in which it denounced the statement made by Ban Ki-moon.

“Morocco has seen, both in terms of the conduct of the visit and the content of the statements, that the Secretary General has abandoned his neutrality, objectivity and impartiality.”

Samira Sitail, 'Morocco is not Arab country'

Rabat - Samira Sitail, Director of Information at Morocco’s second national TV channel, 2M, said in a radio interview on Thursday, March 10, that Morocco is not an Arab country.

In the interview, the journalist emphasized Morocco’s Amazigh roots.

“We are not an Arab country, but rather Maghrebi, and our history comes from Berber origins,” she said during the interview with Radio Aswat.

“We must be proud of our roots and our origins and move away from useless debates now,” she added.

According to the preamble of the Moroccan constitution adopted in July 2011, Morocco is a “sovereign Muslim state (…) [whose] unity was forged by the convergence of its Arab-Islamic, Amazigh and Saharan-Hassani components, which were enriched by its African, Andalusian, Hebraic and Mediterranean influences.”

Though the constitution does not state that Morocco is an Arab country, Article 5 states that “Arabic remains the official language of the state.”

Before the adoption of the 2011 constitution it was uncommon to see prominent personalities challenge the idea that Morocco is an Arab country.

With the vague language used in the new constitution, whether or not Morocco is an Arab country remains open to different interpretations.

UN ‘Deeply Concerned’ over Tindouf Youth Exposure to Recruitment by Terrorist Groups

Rabat - A high-ranking UN official on Thursday expressed his "deep concern" over the growing frustration among the youth living in Tindouf camps, exposed to recruitment by terrorist groups in the region.

This concern was expressed by Zeid Ra'ad Al Hussein, United Nations High Commissioner for Human Rights, during discussion at the Human Rights Council's session in Geneva.

Al Hussein also responded to the allegations made by Algeria and pro-Polisario NGO over the human rights situation in the Kingdom.

He stressed the importance of UN Security Council resolutions as a framework to deal with the situation in the Moroccan Sahara in order to reach a political settlement to this regional dispute.

In a report, the UN High Commissioner for Human Rights raised the situation of human rights in conflict zones, especially Yemen, Iraq and Libya, and expressed his concern over "the immense suffering of the population of Syria."

5.4 Magnitude Earthquake Strikes off Morocco’s Mediterranean Coast

Earthquake Measuring 5.7 on the Richter Scale Strikes Agadir

Rabat - A 5.4-magnitude earthquake struck Friday the coast of the cities of Al Hoceima and Nador, according to the the National Geophysics Institute (CNRST).

The tremor, which occurred at 04:16m am (GM) was followed by another of lesser intensity, with magnitude 4.3 on the Richter scale. The epicenter of the quake was located off Al Hoceima and Nador, according to the same source.

An earthquake of almost the same magnitude struck the region last week. A Magnitude 5.3 quake hit the two coastal cities on Thursday March 3.

This is the third earthquake that hits Morocco in the past two weeks. A 3.4-magnitide quake had hit the central city of Midelt on February 26.

INDH: King Mohammed VI King Launches Several Medico-Social Projects in Rabat

Rabat - King Mohammed VI launched, Friday in Rabat, several medico-social projects, as part of the large-scale anti-poverty program "the National Initiative for Human Development,"known by its French acronym INDH.

The King launched construction works of socio-educational center “Madinat Al Amane” in the Youssoufia district, a multi-purpose health pole in Hay Annahda, and a socio-educational complex “Al Majd” in Yaâcoub Al Mansour.

With a budget of 145.5 million dirhams, these projects , which are part of the 2014-2018 Integrated Development Program dubbed: “Rabat, City of Lights, Morocco's Cultural Capital”, seek to ensure that children living in difficult conditions or with special needs are not left behind through providing them with all the means to enable them have better integration in the educational system, social fabric and professional life.

The socio-educational center “Madinat Al Amane” (100 million dirhams), which the King laid its first stone, aims to take care of orphan children under the age of 18, combat vulnerability and facilitate family and social reintegration.

Spanning over a surface of 1 hectare and 334 square meters, the center is designed to host more than 400 children.
It will consist of 96 beds for children under 3, 164 beds for children aged between 3 and 11, 153 beds for children aged between 12 and 18, a kindergarten, a primary school, computer and tutoring rooms.

The center, which is a result of partnership between INDH and Sanabil Al Kheir association, will be composed of multi-purpose room, 2 libraries, a training workshop, a sports stadium, children’s playgrounds, and commercial spaces whose revenue will be used to ensure management of the future facility.

With a budget of 27.5 million dirhams, the multi-purpose health pole in Hay Annahda is meant to improve the quality of medical services, prevention and treatment of chronic renal insufficiency.
This pole will comprise a haemodialysis center (22 generators), a multi-purpose diagnosis center, a regional hospital maintenance center, and a regional drug depository.

As for socio-educational complex “Al Majd”, it aims to offer training and supervision for unemployed poor young people, contribute to the integration and opening up of new horizons for children and young people with special needs and support children in difficult situation.
With a budget of 18 million dirhams, the project will be composed of a training and integration center, and an orientation center for people with special needs, and a welcome center for children in difficult situation.

King Mohammed VI Receives Several Foreign Ambassadors in Rabat

Rabat - King Mohammed VI received, Friday at the Royal Palace in Rabat, several foreign ambassadors who presented to the sovereign their credentials as plenipotentiary and extraordinary ambassadors of their countries in the Kingdom.

The new ambassadors accredited in Morocco are:

- Mangaya Yange Mandowa Henri, Ambassador of the Democratic Republic of Congo.

- Dinesh K Patnaik, Ambassador of the Republic of India.

On this occasion, the King decorated Al Asri Said Ahmed Al Dahiri with the Wissam Alaoui (exceptional class), and Chafik Hajji with Wissam Alaoui, first class (Grand Officer). The King also decorated Abderrahmane Ben Mohamed Al Jedaia and Md Monirul Islam with Wissam Alaoui, second class (Commander).

Buddhist Monk Attacked in America Expresses Sympathy Towards Muslims

Rabat - A Buddhist man who was attacked in America by a man who assumed he was Muslim has spoken out about his sympathy for the abuse those in the Islamic communities suffer.

Kozen Sampson, who keeps his hair cropped short and wears traditional Buddhist brown robes, was walking his dog by the Hood River in Oregon, when a man began verbally and physically abusing him.

He told reporters for KATU news that though he doesn’t remember the situation clearly, he is certain he was targeted due to his religious clothing.

"I pulled over, then someone ran up and yelled. I turned around, they kicked in the door, hit me in the face, and then knocked my head into the frame of the car," Sampson said, "I do remember him dropping an F bomb about Muslims, and that was it."

Despite the hateful nature of the act, Sampson forgives his attackers and has sympathy with any lifestyle that leads to believing such abuse is acceptable.

“Can you imagine living your life in fear and anger? Can you imagine wanting to do something that you had to hurt somebody? All I thought was, “That poor man,” he said.

Following the attack, a candlelight vigil will be held by the river where he was attacked this Friday. The vigil means to promote peace and tolerance in the community. This, Sampson claims, is the message he wants to spread after experiencing the hate crimes that Muslims are increasingly subjected to.

“I am happy it happened to me and not to a Muslim,” he told Hood River News. “My biggest concern is for how anyone has to live with the fear, distrust, and possibility of an assault.”

"I don't know the Islamic faith well, but I do know that Muslims are our brothers and sisters. I would encourage everyone to just take a hard look at how supportive are you of all God's children,” he added.

“Morocco is a genuine Arab country, whether people like it or not,” she said on Friday on her Facebook page where she has over 7.5 million followers.

The Algerian journalist’s statement went viral on social media with several thousand people sharing it or commenting on it. Comment varied between people who support her statement and those who challenge her and ask her to provide historical facts that support it.

On Thursday, Moroccan journalist Samira Sitail said in a radio interview on Thursday that Morocco “is not an Arab country.”

“We are not an Arab country, but rather Maghrebi, and our history comes from Berber origins,” she said during the interview with Radio Aswat.

“We must be proud of our roots and our origins and move away from useless debates now,” she added

Rabat - The Interior Ministry Denies That Man Who Intercepted King Mohammed VI’s Motorcade Had Been Issued a “Transport License”

Morocco's Ministry of Interior has disputed “false information" that the Moroccan citizen who recently blocked King Mohammed VI's official motorcade had been issued a transportation license.

The Ministry denied the assertion as "baseless news" in an announcement, adding that blocking the royal procession had put the lives of those who had taken the action as well as the lives of others at risk.

On Monday, a man intercepted King Mohamed VI’s motorcade procession in Rabat as the monarch was on his way to launch two new railway construction projects.

The man, a former immigrant from Spain, was initially charged with “exposing the lives of others to risk,” but has now been "forgiven" by King Mohammed VI.

Transport licenses such as taxicab licenses, known in coloquial Moroccan as “Lagreema,” are highly desired licenses to operate local regional and national modes of transportation. The licenses, however, have come under harsh criticism in recent years. Many think that they are given out gratuitously to people instead of encouraging them to work hard to make a living.

No Case of Zika Virus in Morocco, Says Health Ministry

Zika Virus

Rabat - No case of Zika virus has been reported in Morocco, the Health Ministry said on Friday.

In conformity with the recommendations of the World Health Organization (WHO) and regarding information on a possible association of microcephaly with Zika virus infection during pregnancy, pregnant women are advised to avoid Zika-affected areas, the ministry said in a statement.

The ministry advises people traveling to these areas to take all precaution measures to protect themselves from the mosquitoes carrying the virus, including the use of insect repellent, sleeping under mosquito nets, switching on air-conditioners and closing windows while sleeping and wearing clothes that cover as much of the body as possible.

It also advises Moroccans who returned from the affected areas, especially pregnant women, to be counseled, stressing the need to use safer sexual practices to avoid sexual transmission of the virus, it added.

For information and advice, the ministry launched a toll-free telephone number: 080 100 47 47.

“Freedom For All” Deplores Ban Ki-moon Comments on Western Sahara

Rabat - British NGO "Freedom for All" deplored the "inappropriate" comments delivered by UN Chief Ban Ki-Moon on the Sahara issue during his tour in the region.

The director of the British NGO Tanya Warburg told Maghreb Arab Press (MAP) that she was "shocked" by the "irresponsible" comments delivered by the United Nations Chief in violation of the principles of neutrality that the international organization and its Secretary-General must observe.

"The southern provinces have been are an integral part of the Moroccan territory for centuries," she said, adding that the Sahara population sworn allegiance to the Alawite sultans for centuries.

Ban Ki-moon’s blunders represent a violation of UN principles and undermine efforts to reach a political solution to the regional dispute over the Moroccan Sahara, she added, stressing the relevance of the Moroccan autonomy plan in the Sahara.

This initiative has been deemed "serious and credible" by the international community to end the suffering of the sequestered people in Tindouf camps in Algeria, where their basic human rights are violated, she noted.

Warburg recalled in this regard the mass embezzlement of international humanitarian aid sent to Tindouf population, adding that these camps are plagued by drug, arms and human trafficking.

She also noted that Morocco’s southern provinces witness an impressive socio-economic development while Sahrawi population living conditions have improved thanks to the implementation of large-scale projects.

Moroccans ‘Second Least Honest People in the World,’ Study Claims

 Rabat - A new British study has found that citizens who live in countries with high levels of governmental corruption, tax evasion, and fraud are more likely to be dishonest individually.

The results of the study name Morocco as the second least honest country studied.

The study, led by a team of researchers from the University of Nottingham in the United Kingdom, tasked a sample of 2,586 people from all over the world with privately rolling a die and reporting the outcome.

On average, the participants were 22 years old and were natives of the 23 countries considered to be representative of the 159 countries listed on their “prevalence of rule violations” index (PRV).

The PRV is an index ranking countries based on 2003 data on tax evasion, fraud, and political corruption.

The participants were told that if they rolled higher numbers on the die, they would win more money. Slightly inflating the numbers to earn a small amount of extra money was made simple for participants, the organizers said in their report.

According to te same study, Moroccans, Tanzanians and Kenyans top the list of people who cheat to obtain what they want.

On the side of the spectrum, citizens from Austria, the Netherlands and the United Kingdom top the list of countries where people have less tenency to cheat.
